Will a French drain remove every puddle?

No. It primarily manages water entering a gravel trench through saturated soil; rapid surface flow may need an inlet or grading.

Does the pipe need fall?

The route needs usable fall toward a confirmed outlet; exact design depends on elevation, length and site constraints.

Can it discharge anywhere downhill?
